S2. It shall be the duty of every employer to ensure, so far as is reasonably practicable, the health safety and welfare of all their employees.

Employer shall make an assessment of the risks employees & non employees are exposed to.
IMPORTANT: The risks of not providing the appropriate training for your employees that face the possibility of coming into contact with those who are either fractious or violent are many fold.
